BCTS Contract Quality Management System (QMS)

BCTS Contracting Objectives & Strategies

BCTS has four objectives that together support the achievement of its contracting goal – Effective Contracting. These objectives will be achieved through the delivery of the 13 broad strategies outlined below.

Objective 1:

BCTS people have appropriate levels of contracting knowledge and competency.

In order to have effective contracting within BCTS our people need to have the requisite knowledge and competencies to support their contracting roles, responsibilities and activities.

Strategies:
  1. Implement the BCTS Contract Knowledge Management Strategy
  2. Continue to provide priority contracting courses dedicated to BCTS staff in various BCTS locations in the province

Objective 2:

Efficient and competitive contracting practices providing value for money.

The right balance of contracting practices that maximize efficiency and promote competition to achieve business needs is critical to achieving value for money through BCTS’ contracting practices.

Strategies:
  1. Continue to reduce the total value of directly awarded contracts while meeting business needs by promoting and developing the use of practices such as enhanced planning and pre-qualification lists to increase efficiency and competitiveness
  2. Lead with Financial Management Services Branch the review and consolidation of Ministry contracting policy to meet the business needs of BCTS and support government contracting principles
  3. Continue to conduct periodic audits of Business Area contracting practices

Objective 3:

Fair, transparent and consistent contracting practices across BCTS.

Fairness and transparency in contracting are government principles to which BCTS subscribes. Inconsistent practices increase the perceptions of unfairness and a lack of transparency.

Strategies:
  1. Implement the BCTS Contract Management Framework
  2. Continue to work collaboratively with contracting community through the BCTS Contractor Advisory Committee
  3. Develop and implement Contracting Accountability and Performance Management Frameworks in each Business Area
  4. Clarify and strengthen role and responsibilities of Business Managers in contracting

Objective 4:

Continuously improve BCTS’ contracting practices.

Continuous improvement is an objective of all high performing organizations. For BCTS to achieve its goal of effective contracting areas and ideas for improvement must be identified, implemented and shared.

Strategies:
  1. Through the Contract Efficiencies Working Group and BCTS Contractor Advisory Committee develop and implement annual work plans and projects to improve contracting practices
  2. Maintain support and development of our community of Contract Champions
  3. Continue to require audit action plans from Business Areas and periodically follow up on implementation of actions
  4. Share information and best practices through the BCTS Contract Management Framework website
